    Clatsop Plains Community Plan Fwd: June 4, 2022 Planning Commission Agenda Package

    The attached agenda for the Clatsop County Planning Commission will impact property rights on the Clatsop Plains. They evaluated the information that the The Clatsop Plains Citizen Advisory Committee (CPCAC) have submitted for their review and recommendations. The Clatsop Plains Citizen Advisory Committee (CPCAC) met from August -December 2021 to review existing policies in the Clatsop Plains Community Plan and to identify new issues and policies to be included in that community plan.  I have not heard of any public hearings and if you read the first 80 pages there are several items that may be of concern or better understanding.  From my contact.     Latest information on The Dunes new home development south of Reed Hertig on HWY 101.

    Over the last few months many have wondered what is going on with the new housing development just south of Reed Hertig called The Dunes. Formerly the old Bill Reed farm, this property was platted out in 2016 and as a result a modification was made to HWY 101 to add an exit lane south bound and enter lane to accommodate 87 new homes. We contacted Gail Henrikson Community Development Director Clatsop County and this was her reply.     We attended the orientation meeting for the Astoria Cruise hosts this afternoon and the first ships start coming in in April. This is the first for over 2 years and the once huge crew of well over 100 volunteers has diminished to about half that number. We have been doing this for several years and everyone has a ball.     Director of Community Development clarifies Planning Commission Recommendations for STRs.

    We have found that the subject of Short Term Rentals (STR) has been of great concern for many of our members. So we reached out to Clatsop County for clarification and received the following from Gail Hendrickson Director of Community Development. She indicated that the Planning Commission is recommending that STRs should only be in commercial building zones and that no STR will be permitted in Residential Building Zone. At the March 8 meeting the Planning Commission voted to limit all STRs to commercial Building Zones. This is being forwarded to the County Commissioners on April 13, 2022.     Planning Commission recommends no STR in coastal residential building zones.

    We have not been able to get a copy of the minutes yet, but a member who attended the March 8 Clatsop County Planning Commission called me and relayed that the Planning Commission is recommending the County Commissioners restrict any Short Term Rentals in residential zoned communities along the coast.
